Via the Tula, Russia, receiver - two pirates playing music, one on 3077 kHz, the other on 3163 kHz., during the small hours of Friday through Saturday. The former was Russian folk music, the latter Russian pop music, but with less dynamic modulation. The Russian pirates are called "Radio Hooligans" by the authorities, but little is done about them. These stations have been around since Soviet times. Then, as now, broadcasts of music are tolerated as long as the stations steer clear of politics and criticising the government. Most of the "Radio Hooligans" on 3.1 MHz are freebanders / unlicensed amateurs chatting, but there is usually at least one putting out a programme of music.
