There is no list of pirate radio stations' frequencies because most of them don't use the same frequency all the time.

Most European shortwave pirates use the frequencies between 6200-6400 kHz while most North American pirates can be heard between 6900-6960 kHz.

Blogs like this one will provide free radio logs giving you an idea of which stations have been heard recently and on what frequencies.

Another good site is the European pirate radio chat room at https://xat.com/PirateRadio2011 where stations and listeners meet. Stations will often announce they're on air and ask for reception reports in the chat room.

Also the HF Underground forum will give loggings of stations heard in North & South America and Europe. Visit https://www.hfunderground.com/board/index.php

Good luck!
