I think the whistle is the Skelton relay UK on 3955 sometimes splatter from KBS world radio.
Could you know address of Dirty Alex Radio (e-mail or post address)?

Anon ... I think there is a weak utility carrier on 3939 which is causing this whistle. I had same problem when Underground used 3940
